STATISTICS

According to information released by the New York State Office of Children and Family Services as of 2005 there are presently 32,957 children in foster care. (New York State Touchstones/Kids Count 2005 Data Book) In Broome County the number is 344. In Tioga County the number is 39. These numbers include children ages birth to 21 years of age that are in the care and custody of local commissioners of social services. These children and their families become a part of the social services and family court system where Family Court judges must make important decisions about their futures.

In a recent national survey of family court judges CASA volunteers were found to be useful and effective but in limited supply. Chief Judge Judith S. Kaye, in her recently delivered 2006 State of the Judiciary, refers to CASA volunteers as “phenomenal members of the public (who) provide a vital resource by reporting to the count on children and family needs, and monitoring compliance with orders in child abuse and neglect cases.” There are nearly 800 volunteers currently serving in CASA programs in 34 of New York counties. Studies show that children with a CASA volunteer have a better chance of living in a permanent home than children who do not have a CASA assigned. Cases that have a CASA volunteer assigned are more likely to be reviewed on a regular basis by the court, have fewer delays and are therefore saving tax dollars. A child with a CASA volunteer is more likely to secure needed services in a timely manner. CASA volunteers are making a huge impact on the world, one child at a time.
